What Is a Water Compliance Report?

A Water Compliance Report (or Water Efficiency Certificate) confirms that a property meets the Queensland Residential Tenancies and Rooming Accommodation Regulation requirements for water efficiency.
This report is typically required when:

  • Renting out a property

  • Updating tenancy agreements

  • Selling or transferring ownership

  • Completing maintenance or renovations

  • Confirming water efficiency for tenant water charging

Hughes Plumbing ensures your fixtures and fittings comply with the required standards so landlords can legally pass on water usage charges, and property owners maintain accurate legal documentation.

What We Check During a Water Efficiency Inspection

Our licensed plumbers inspect all required fixtures, including:

  • Taps (internal and external)

  • Toilets and cisterns

  • Showers

  • Water-saving devices & flow restrictors

  • Leak testing & pressure checks

  • Hot water system functionality

To comply with Queensland standards, the property must have:

  • Efficient showerheads (9L/min or less)

  • Internal cold taps and single-mix taps with no more than 9L/min flow rate

  • Dual-flush toilets with maximum 3.5L average flush volume

  • No visible leaks anywhere in the property

Once the inspection is complete and the property meets the criteria, we issue a Water Efficiency Certificate for your records and legal compliance.

Frequently Asked Questions

  • Landlords must hold a valid Water Efficiency Certificate before they can legally pass on 100% of water usage charges to tenants. The certificate proves that the property meets Queensland’s water efficiency requirements, ensuring fairness, legislative compliance and accurate billing.

  • Most inspections take 30–60 minutes, depending on the size of the property and the number of fixtures being tested. Larger homes or properties with multiple bathrooms may require slightly longer. Our team ensures a smooth, efficient process with minimal disruption.

  • If any fixtures fail to meet the required flow rates or leak-free conditions, Hughes Plumbing will provide a clear list of recommended repairs or upgrades. Once the necessary work is completed, we re-test the fixtures and issue the Water Efficiency Certificate once compliance is confirmed.

  • While not legally required for property sales, many buyers, property managers and conveyancers request a Water Compliance Report to confirm the home meets Queensland efficiency standards. Providing this documentation can improve buyer confidence and help streamline rental transitions after settlement.
